Steven D. Horton – Executive Director, New Rochelle Municipal Housing Authority – New Rochelle
The New Rochelle Municipal Housing Authority (NRMHA) provides decent, safe, and affordable housing for low and moderate-income residents of New Rochelle. Initially established in 1941, this independent government funded and regulated agency manages a network of properties that house more than 2,500 people. Over 400 families, 200 seniors, and 200 disabled persons are housed through the conventional public housing and section 8 housing programs. Revenue and expenditures by the NRMHA exceed $4.4 million annually. The Housing Authority has been recognized by the U. S. Department of Housing and Urban Development as a High Performing Agency and it has received national recognition for its after-school enrichment program. The NRMHA has a combined staff of 25 people.
Steven D. Horton, the Executive Director, is responsible for all day-to-day operations as well as the long term strategic planning for the NRMHA. Mr. Horton was a past President of the New Rochelle Police Foundation and currently serves on its Board. The Police Foundation has raised over $500,000 for communications equipment, bicycle patrols and enhanced training for the New Rochelle Police Department. Mr. Horton has worked in the public sector for over 20 years. He has served as the Second Deputy Commissioner of the Building Department for the City of Mt. Vernon and as Executive Director of the Mt. Vernon Housing Authority.
Mr. Horton is currently in his fourth term on the Mt. Vernon City Council. He has served as Chairperson of each of the City Council’s four standing committees and as City Council President twice. As Chairman of the Capital Projects Board, Mr. Horton oversaw the financing of $5 million for improvements to the City Hall Plaza, Brush Park and to purchase equipment for the Mt. Vernon Fire Department. As a result of his work, innovative concepts and diligence in creating a variety of unique programs for several urban communities in Southern Westchester, he has been the recipient of numerous civic and community awards.
Mr. Horton holds a bachelor’s degree in political science from Williams College and has undertaken graduate level study in urban development and planning at Columbia University. Mr. Horton lives in Mt. Vernon, New York, with his wife, Brenda, and their two sons, Salim and Sharif. Guest Speakers:
